Detectives from the Niagara Regional Police Service (NRPS) Sexual Assault Unit are currently investigating a sexual assault in the City of Niagara Falls.
On April 5, 2024, 2 District (Niagara Falls / Niagara on the Lake) uniform officers from NRPS responded to the Costco Store on Pin Oak Drive for a report of a sexual assault.
The initial investigation determined that a male suspect had been observed in the store acting suspicious around female customers. Further investigation determined that the male suspect matched the description of a sexual assault suspect in Costco on April 2, 2024. During that incident, a female victim in her 20s was touched for a sexual purpose. On April 5, 2024, Costco personnel detained the male while officers were enroute to the store. The suspect was able to flee and drive away in a black 4 door Mazda 3. At 4:34pm, NRPS officers attended a Niagara Falls home where the suspect was located and arrested.
Kim Chan Pham (79 yrs.) of Niagara Falls has been arrested and charged with the Criminal Code offence of:
Sexual Assault
Pham has been held in custody for a video bail hearing to the Robert S. K. Welch Courthouse in St. Catharines on April 6, 2024.
Pham is described as:
Southeast Asian male 5’2” in height Black hair Brown eyes with glasses Approximately 140lbs., slight build
He has been seen wearing:
Dark hat like a ball cap but tighter on the head Dark blue puffy coat to his waist Dark pants Dark shoes
Detectives are actively investigating this matter and have grounds to believe there are more female victims (approximately 9-18yrs.) and witnesses to similar occurrences involving the suspect at the Niagara Falls Costco. A photo of the suspect has been included.
