7 People Arrested in Welland in Relation to Drug and Firearm Investigation

In May of 2024, detectives with the Niagara Regional Police Service 3 District Street Crime unit began an investigation into the illegal possession of a firearm by a male suspect in the City of Welland.

On May 10th, 2024, at approximately 5:00am, detectives executed a warrant at a residence in the area of Harold Avenue and East Main Street in the City of Welland and arrested 7 suspects.

As a result, detectives seized 68.6 grams of suspected fentanyl, 23.5 grams of suspected cocaine and $270 in Canadian currency.

Jacob G. O’NEAL (36 years old) of Welland, was arrested and charged with the following offences:

Possession of proceeds of property obtained by crime under $5,000 Possession of proceeds of property obtained by crime over $5,000 Careless use of a firearm, weapon, prohibited device or ammunition Fail to comply with release order Fail to comply with probation order Possession of a schedule I substance for trafficking (Opioid fentanyl) Possession of a schedule I substance for trafficking (Cocaine)

Justin J. CYOPECK (29 years old) of Welland, was arrested and charged with the following offences:

Possession of proceeds of property obtained by crime over $5,000 Fail to comply with probation order Possession of a schedule I substance for trafficking (Opioid fentanyl) Possession of a schedule I substance for trafficking (Cocaine)

Kayla M. MITCHELL (35 years old) of Welland, was arrested and charged with the following offences:

Possession of proceeds of property obtained by crime over $5,000 Fail to comply with probation order Possession of a schedule I substance for trafficking (Opioid fentanyl) Possession of a schedule I substance for trafficking (Cocaine)

Josh M. ADAMS (51 years old) of Welland, was arrested and charged with the following offences:

Possession of proceeds of property obtained by crime over $5,000 Possession of a schedule I substance for trafficking (Opioid fentanyl) Possession of a schedule I substance for trafficking (Cocaine)

Alexis SCARFO (21 years old) of Niagara Falls, was arrested and charged with the following offences:

Possession of proceeds of property obtained by crime over $5,000 Careless use of a firearm, weapon, prohibited device or ammunition Fail to comply with release order Possession of a schedule I substance for trafficking (Opioid fentanyl) Possession of a schedule I substance for trafficking (Cocaine)

Catherine M. MCKELVIE (41 years old) of Welland, was arrested and charged with the following offences:

Possession of proceeds of property obtained by crime over $5,000 Possession of a schedule I substance for trafficking (Opioid fentanyl) Possession of a schedule I substance for trafficking (Cocaine)

Jason B. DIONNE (43 years old) of Welland, was arrested and charged with the following offences:

Possession of proceeds of property obtained by crime over $5,000 Possession of a schedule I substance for trafficking (Opioid fentanyl) Possession of a schedule I substance for trafficking (Cocaine)

O’NEAL, MITCHEL, SCARFO and CYOPECK were held in custody pending a bail hearing that is expected to take place on Saturday, May 11, 2024 at the Robert S.K. Welch Courthouse located at 59 Church Street in the City of St. Catharines.

ADAMS, MCKELVIE and DIONNE were released on a Form 10 with a future court date.
