U.S. to launch CUSMA consultations ahead of scheduled trade pact review

The United States has officially launched consultations with Canada and Mexico to review the implementation of the Canada-United States-Mexico Agreement (CUSMA). This trade deal, which replaced the North American Free Trade Agreement (NAFTA), has been in effect for over a year now.

According to a statement from the Office of the United States Trade Representative (USTR), the consultations will focus on “the operation and effectiveness of CUSMA, including its state-to-state dispute settlement mechanism.” This review is required under the agreement and will provide an opportunity for all three countries to address any concerns or issues that have arisen since CUSMA came into effect.

The USTR also stated that the consultations will be conducted virtually due to the ongoing COVID-19 pandemic. The first round of discussions will take place on December 9 and 10, with subsequent rounds to follow in the coming weeks.

This review comes at a crucial time as the global economy continues to grapple with the effects of the pandemic. CUSMA was negotiated and signed before the outbreak of COVID-19, and some experts believe that the agreement may need to be updated to reflect the current economic landscape.

In addition, there have been concerns raised by various industries, including the automotive and dairy sectors, about the impact of CUSMA on their businesses. These consultations will provide an opportunity for these concerns to be addressed and potentially lead to changes in the agreement.

The USTR has also invited public comments on the implementation of CUSMA, which will be accepted until January 29, 2021. This allows for input from a wide range of stakeholders, including businesses, labor groups, and civil society organizations.

The review of CUSMA is an important step in ensuring that the trade deal is working effectively for all three countries involved. It also highlights the commitment of the United States to upholding the terms of the agreement and addressing any issues that may arise.

As the consultations begin, it will be important for all parties to engage in open and constructive dialogue to find solutions that benefit all stakeholders. The outcome of this review will have a significant impact on the future of trade between Canada, the United States, and Mexico, and it is crucial that it is conducted thoroughly and fairly.
