Kelowna City Council is considering a pause on the developer grant program while conducting a thorough review. The program, which provides financial incentives to developers for building affordable housing units, has come under scrutiny for its effectiveness and transparency.
During a council meeting on Monday, Mayor Colin Basran expressed concerns about the program’s impact on the city’s budget and the lack of clear guidelines for awarding grants. He also noted that the program has not been evaluated since its inception in 2016.
Councillor Gail Given echoed these concerns, stating that the program needs to be reviewed to ensure it is meeting its intended goals of increasing affordable housing options in Kelowna.
The developer grant program offers incentives such as fee waivers and tax exemptions to developers who include affordable housing units in their projects. However, there have been questions raised about the fairness of the program, as some developers have received larger grants than others for similar projects.
Given also pointed out that the program has not been utilized as much as expected, with only 10 projects receiving grants since its launch. This has raised questions about the effectiveness of the program in addressing the city’s affordable housing crisis.
In light of these concerns, council has directed city staff to conduct a thorough review of the developer grant program. This review will include an evaluation of the program’s impact, transparency, and fairness, as well as recommendations for potential improvements.
The pause on the program will allow for a comprehensive assessment and potential revisions to be made before any further grants are awarded. This decision aligns with the city’s commitment to responsible and transparent use of taxpayer funds.
The review is expected to be completed by the end of the year, and council will then make a decision on the future of the developer grant program. In the meantime, the city will continue to explore other options for increasing affordable housing in Kelowna.
This pause and review of the developer grant program demonstrates the city’s dedication to addressing the pressing issue of affordable housing in a responsible and effective manner. Council’s decision to take a step back and evaluate the program’s effectiveness is a positive step towards finding sustainable solutions for the community.
